In the UK, they are not: Wikipedia has brought proceedings against the British government, fearing a classification that would force it to verify the age of its readers and the identity of its contributors. The encyclopaedia has announced it will not comply. Exemptions depend on an administrative decision — and an administrative decision can be revised.
